The mission of the Delaware Division of Public Health is to protect and enhance the health of the people of Delaware including Public Health Preparedness to develop, implement and maintain a comprehensive program to prepare for, mitigate against, respond to and recover from public health threats and emergencies.
With rapidly changing demands and modernization of disaster management in public health, the DPH sought to revamp its existing systems and adopt a more robust, yet flexible, approach to managing large-scale threats to public health and safety, leveraging existing systems and incorporating new solutions for integrated public health preparedness.
Solution:
Supporting both day-to-day and emergency inventory management, the State of Delaware implemented irms|WM™ Warehouse Management and irms|EM™ Emergency Management in a hosted environment, along with the irms|GOKIT™ Mobile Logistics Platform for emergency warehousing on-the-go.
Hosted remotely in a professionally managed server farm, including 24x7x365 production, lockdown and hardening, continuous monitoring, offsite disaster recovery and technical support, Delaware’s integrated public health preparedness system supports the State’s Health Operations Center incident command, planning, logistics, and finance & administration in seamless information sharing and efficient planning, monitoring, and deployment.
Together irms|WM and irms|EM provide Delaware with the inventory and patient logistics framework for handling the receipt, staging, storage and automated allocation of emergency medical supplies and equipment from the Strategic National Stockpile to patients throughout the state.
The solution includes enterprise systems integration for data exchange with ESi WebEOC® Crisis Information Management Software for incident management using Dashboards, an ESRI GIS engine for geo-location of emergency inventory and public health & safety resources like hospitals and fire stations, the CDC’s CRA system for aggregate data, and Delaware’s own VACattack immunization registry.
Meeting Delaware’s needs for public health interoperability, Upp Technology delivered a system supporting PHIN, including SOA/Web Services as well as HL7 in data sharing, HIPAA in the privacy of protected health information, RBAC and least privilege in access control, online alerts and messaging, and other requirements.
